Councilman Tom Reilly responded, “We need to draft an ordinance.”
Attorney John Lanza told the Council what procedures they would have to follow, “We must adopt a resolution to request a redevelopment plan. We must explain what needs to be done in an ordinance.”

Mayor Henry spoke next, “This area is by Delilah’s Den. It will not be an entrance to or from John Street. Only emergency vehicles will be permitted to enter or leave John Street from that area.”

City Attorney Jonn Lanza stated, “I will do the ordinance.”

Another business item up for discussion was Shop South Amboy.

B.A. Camille Tooker stated, “We were not successful in getting sponsors for this program. The Association said they will fund 50% of the cost  and the City can contribute another 50%. The total cost to the City will be $4000. Residents will get tax credits on their property bill if they shop in the City. I met with the Chamber of Commerce and we are doing a South Amboy Magazine. We would like to include this in the magazine. Businesses will be contacted by the association about  this program. The program will be tailor made to each business. Participants will have a tracking record of the purchases. The Fire Department will also use this as a fundraiser.”

Business Item No. e.) – MEUSA-Solid Waste: The Middlesex County Utility has given us a very nominal increase. We want to renew because the rates are very good and so are the services. If we delay this, it can cost the City more.”

Council President Mickey Gross said he would have to abstain on this item because of a conflict of interest (work related).

Business Item No. f.) – Resolution 96-2015/Turnout Gear.  B.A. Camille Tooker said, “There was an error on the original resolution that said this was only for one boot. Actually it should be for 10 pairs of boots.”

Ordinance b.) First Reading: Ordinance No. 16-2015 – An Ordinance entitled: An Ordinance to fix non-union minimum and maximum non-union salaries.

B.A. Camille Tooker explained that not everyone will be making the maximum amounts for these job titles.

Angel Albanese who is the acting Chief Financial Officer said, “All non-union employees salaries are set by contracts. Everything is coming straight out of the contracts. No deviations.”

Tooker spoke again, “Some titles are not in use. We have to negotiate them out.”

City Attorney John Lanza was happy to report the following: “$1.5 Million was released to the owners of C-Town for cleanup of their property and to Amboy Bank because they owned the mortgage.”
