PERTH AMBOY – TAKE NOTICE that the City of Perth Amboy has contacted the New Jersey Department of Environmental Protection, Green Acres Program, proposing to divert a total of 3.5 acres of parkland, that being the City’s bicycle and pedestrian trail located between Pulaski Avenue and Hall Avenue on Block 228.05, Lot 3.01 and Block 228.06, Lot 3.01 and a vacant unimproved parcel south of the trail on Block 228.04, Lot 3.02, all owned by the City, in connection with a proposed parkland diversion that would include the installation and operation of an underground 16-inch petroleum pipeline by Buckeye Perth Terminal, LLC within the limits of the parkland and vacant parcel.  During construction the park will be closed to the public.  There will be no aboveground structures associated with the pipeline in the parkland at the end of construction.  After installation of the pipeline, the bicycle and pedestrian trail will be restored and reopened for public use.  The project would serve to provide an underground route for a portion of a proposed pipeline alignment connecting the Buckeye Perth Amboy and Raritan Terminals in Middlesex County.
Pursuant to N.J.A.C. 7:36-26.8(a) a scoping hearing to obtain public comment on this request will be held at
City Hall, Council Chambers (260 High Street, Perth Amboy, NJ) on January 26, 2017 at 6:00 PM
All interested parties are invited to attend and participate in the scoping hearing. Written comments on the diversion request may be directed to Adam Cruz, Business Administrator at City of Perth Amboy, 260 High Street, Perth Amboy, NJ 08861 or at 732-826-0290.  Please send a copy of any comments submitted on this request to the New Jersey Department of Environmental Protection, Green Acres Program, Bureau of Legal Services and Stewardship, Mail Code 501-01, 501 East State St., P.O. Box 420, Trenton, NJ 08625-0420.
Public comment on this diversion request will be accepted during the scoping hearing or until (February 9, 2017).
