Regarding Virginia Lugo’s Business Improvement District (BID) letter of a past Guardian issue, I would like applaud her effort to rectify the BID purpose and functioning mechanisms. Ms. Lugo’s analysis also expresses that the BID structural rules are clear – yet violated. Whether this state of affairs is a lack of understanding or with intent, it is sad either way. The BID is meant to be a local, unified business promotional association, so needed in Perth Amboy.
