PERTH AMBOY – At the 10/14/15 Council Meeting, Businesswoman Virginia Lugo, pictured above, had questions about the number of drug testing programs found in Perth Amboy. “Why do we have so many? Who has to approve the money for this? Maybe that’s why there’s an increase in crime, because of all the drug testing facilities. You, the Council, has a responsibility to find out why this is happening.”
