Master Plan Re-examination Questioned

PERTH AMBOY – 12/9/15 Council Meeting – Report: Center State Engineering – Master Plan Reexamination Report.

Resident Sharon Hubberman wanted a more detailed report.

Councilman William Petrick said, “This is required by the State every few years. Rutgers University did a study and recommended that the City needed more parks and recreation. We were able to get additional grants. There were more changes from the Master Plan from the previous administrations.”

Councilman Fernando Gonzalez said, “I just received this information today and it should be tabled.”

He also suggested that Bill Petrick should abstain because Petrick is a member of the Planning Board.

Resident Reinaldo Aviles said, “As Chairman of the HPC (Historic Preservation Commission), I’m glad to see the Master Plan on the Agenda.” He agreed with Fernando Gonzalez that more time is needed to reexamine the revisions to the Master Plan.

The Master Plan is a broad policy statement that guides a municipality’s future development. It is the policy umbrella under which reside the official map, the capital improvement program, the zoning ordinance, and the subdivision and site plan ordinances. The Master Plan may include a wide array of elements, such as a land use plan, housing element, circulation element, utility service plan, community facilities plan, recreation plan, conservation plan, economic plan and an historic preservation element. The Master Plan is adopted by the Planning Board.

The Master Plan should be officially updated every 10 years.
