Perth Amboy Fire Battalion Chief Charged in Theft

PERTH AMBOY – Middlesex County Prosecutor Andrew C. Carey and Chief Roman McKeon of the Perth Amboy Police Department announced that a city Battalion Fire Chief was charged yesterday for using a city owned computer to acquire compensatory time that was unearned.

Sammy Arroyo, 42, of Perth Amboy was charged with one count of theft by unlawful taking in the third degree and one count of computer theft in the second degree.

He was charged during an investigation by Detective Panagiotis Bouleris of the Perth Amboy Police Department. The investigation began when city officials uncovered the theft and contacted police.

The charges were filed after it was determined that between March 2016 and May 2017, Arroyo was double-dipping from the city and county by putting in for time instructing at the Middlesex County Fire Academy while also getting paid by the City of Perth Amboy for the same period of time.

Arroyo, who has 19 years of service with the City of Perth Amboy surrendered to the Perth Amboy Police Department, was processed and then released. He has been suspended without pay.

As is the case with all criminal defendants, the charges against Arroyo are merely accusations and he is presumed innocent until proven guilty.
