The U.S. Environmental Protection Agency (EPA) has prepared a draft approval of the polychlorinated biphenyl (PCB) cleanup plan submitted by First Environment, Inc. for a portion of the Former ASARCO Facility site in Perth Amboy, New Jersey, under the agency’s PCB Cleanup Program.
The cleanup plan calls for removing and disposing PCB-contaminated soil offsite, engineering a site-wide cap, and institutional controls, more specifically, a deed notice to maintain the cap for PCB-contaminated soil indefinitely. Once the soil is removed, First Environment, Inc. will sample to verify that PCB contaminated materials have been removed from the site. They will install the cap and sample soil gas below the surface. To prevent further migration or unacceptable exposures of PCB contamination at the site, First Environment, Inc. will implement further actions if necessary. Once completed, long-term maintenance and monitoring of the lot-wide cap will continue.
EPA is taking comments from the public on the draft approval for PCB cleanup at the Former ASARCO Facility site from June 17, 2022 to July 18, 2022. EPA will consider comments submitted during the comment period before making a final decision. If EPA issues an approval, the owner of the property must accept the approval in writing, and cleanup activities will follow.
