Is there a cure for the recent reported problems with some VA hospitals?

Could everyone who is eligible for a VA Hospital be treated in any hospital that also provides care for Medicare or Medicaid patients? That could reduce the reported delays and problems due to shortages in capacity and availability.

If Congress underfunded the VA Hospital system isn’t it hypocritical to blame the Administration?
