Community Development Block Grant Program and Home Investment Partnership Program

PERTH AMBOY – The City of Perth Amboy is planning for the FY 2017 Community Development Block Grant Program (CDBG) and the HOME Investment Partnership programs which are funded by the Department of Housing and Urban Development (HUD) to assist persons who have low-to-moderate incomes, remove slums and blight, and/or address urgent needs.  As anticipated, the funds have been reduced subsequent to the delay in the enactment of HUD’s annual appropriations/implementation of this policy for FY 2017.  The City has received the allocations in the amount of $549,874 for CDBG and $263,904 for HOME.

Public Hearings are being scheduled in the initial stages of the 2017 Annual Plan.  The information received from interested individuals at the hearings will assist the City and the Community Development Advisory Committee in the preparation of the 2017 Annual Plan.  The hearings are designed to obtain resident’s views and to respond to questions.  Residents are invited to provide written or verbal comments at or prior to the hearings. Information will be made available to citizens regarding application procedures, timing, eligible activities, and other regulations related to the CDBG and HOME Programs.  As contained in the 2015-2019 Consolidated Plan the housing and community development priorities of the City are as follow: provide a suitable living environment; provide decent affordable housing and create or expand economic opportunities.  These priorities will be reviewed and the public is encouraged to comment.

The first public hearing is set to be held on Thursday, July 6, 2017 at 6:00 P.M. at the Council Chambers of Perth Amboy City Hall, 260 High Street, Perth Amboy, NJ 08861.  The draft 2017 Annual Action Plan will be prepared following the close of the committee review. This document will be available for the public review in the Office of Economic and Community Development from Monday, July 10, 2017 to Thursday, July 27, 2017 in order to meet the timing and submission requirements established by HUD. The City will hold a second public hearing on Thursday, August 3, 2017 at 6:00 P.M. at the Council Chambers of Perth Amboy City Hall, 260 High Street, Perth Amboy, NJ 08861, to receive comments on the proposed Plan prior to finalizing this document by Friday, August 11, 2017.
